I AM directed by the Secretary of State for India in Council to forward, for the consideration of the Secretary of State for Foreign Affairs, a copy of a telegram from the Government of India on the subject of the collection of information regarding the exportation of Turkish and Persian opium to China, with a view to the International Opium Commission, and to suggest that, if Sir Edward Grey sees no objection, steps should be taken by the Foreign Office to procure a detailed report on the lines suggested in respect both of Turkey and of Persia.

September 8, 1908. WE have received direct from British Minister at Peking copy of his despatch No. 152 of the 31st March last to Secretary of State for Foreign Affairs. In view of possible importance in connection with Shanghae Opium Commission of full information regarding Persian opium, that is, production, channels of export, capacity for expansion, efficiency of control, &c., we suggest that unless Foreign Office representative is to collect information, British Minister at Tehran may be moved to supply full Memorandum on the subject to Government of India. As Commission meets in January next the matter is urgent. We presume Foreign Office representative will collect all information regarding Turkish opium.
